Do we have to blame it on leadership?

A wise sage said, “one’s measure of leadership is by the caliber of people who choose to follow you.” true to that statement, our African continent does not mainly live to that expectation but instead leadership governed by an army of one hundred sheep led by a lion rather than one hundred lions being led by a sheep which is quite wanting.
In a continent where one man rules with an iron fist and claims to rule till death do him or her part, where one is born and knows no other ruler but the one in power, who is to blame? The electorates or the rulers? The given norm being, Your vote is your voice and at the end of the day the same faces society wants to see out of office are back in action, what is the point of voting?  A situation where they in power change the constitution to work in their favour will I be justified to call it hog wash?
